7 pin trailer socket

Hi, i recently went to hook up a trailer to my van but the brake lights came on when i turned on my tail lights. I seem to have constant power going to my brake bulb but just 5 volts I’m not sure if this is supposed to be like that to create the look of the tail lights on a 2016 mk4 caddy van any help would be appreciated
